Construction Contracts: During Winston's career in the Federal Government,
he and his staff were responsible for awarding and
administering thousands of Construction contracts and
Architect/Engineering contracts. He also gained experience
in Design-Build contracts as the agency shifted to
these types of procurements. He provided quality leadership,
instruction, and daily direction to staff across the
country in these specialty areas resulting in the timely
completion of the projects with very few claims. His
pro-active methods ensured contracts were awarded at
competitive prices and administered fairly. These approaches
have been carried forward to Select Acquisitions and
we multiply our effectiveness by listening to your
needs, and utilizing our skills and extensive experience
on your project requirements.
Acquisition Streamlining
Initiatives: In 1993 and 2002, as the Federal
Government was being down-sized and restructured, Winston
and his supervisors took the lead in streamlining procurement
operations for the FBOP. In 1993, much of formal contracting
work over $100,000 was moved from the institutions to the
Regional Offices. Winston developed and conducted a pilot
program in Dallas , Texas which became successful and was
implemented throughout the agency. The program saved 36
jobs, equivalent to $2.7 million a year. In 2002, Winston
became the Chief of the newly approved national acquisition
office known as the Field Acquisition Office (FAO). Six
regional contracting offices were combined into the FAO
which resulted in a more consistent, efficient, and standardization
of operations throughout the agency. An additional 45 contracting
jobs were conserved, saving the FBOP approximately $3.3
million a year. The program received accolades from the
auditing authorities and is currently a model for all federal
contracting operations.
Performance Awards: Winston has an entrepreneurial
approach for establishing and maintaining operations by
continually looking for new ways to improve his program.
After receiving 22 Performance Awards during his 25 year
tenure with the Bureau of Prisons, and demonstrating his
leadership skills in field of Acquisitions, Winston now
provides his experience and know-how to the public and
private sectors.
